Car parking consultation– Off street parking places order 2011

Thank you to those of you who commented on the council’s revised proposals setting out the charges for off-street car parks and the terms and conditions for their use

Background

The council asked for comments on a new car park order by writing to town and parish councils as well as statutory consultees and people who commented in an earlier consultation. Notices were also published in each car park and in the Oxford Times to advertise the consultation. 

The order sets out car park fees and charges for 2011/12 as well as some proposed changes at council owned car parks in South Oxfordshire.

In February this year the council consulted on an earlier draft of the order, however a fresh consultation was needed as there were a number of changes to the proposals.

What are the main changes to parking proposed in the order?

Proposals include:

  • requiring people to display a ticket to park for the free hour at car parks in Thame, Didcot, Goring, some car parks in Wallingford and the free two hours at Goldsmith’s Lane car park in Wallingford
  • introducing a maximum stay of four hours at the Church Road car park in Wheatley
  • introducing new charges at the Riverside car park in Wallingford, including          

          - free parking on Sundays

          - a new short stay charge of 50p for up to one hour all summer (low and high season) and £1 for up to three hours in high season

         - a new free permit for leisure centre card holders

  • changes to season ticket charges and for the cost of replacing season tickets or permits.

Why are we consulting on this again?

Following feedback received earlier in the year the council’s cabinet asked officers to seek independent legal advice regarding the validity of the order. This advice concluded that we needed to make changes to the order and some procedural errors had been made during the consultation. As a result of this advice the order has been amended and residents given an opportunity to comment on the proposals.

What has changed since the order was issued for consultation earlier this year?

Changes include:

  • a proposal to charge traders to use the car parks for commercial purposes has been removed from the order
  • plans to charge people to park at Riverside car park in Wallingford on Sundays have been removed
  • a proposal has been added to require that fines imposed through excess charge notices must be paid in full within 28 days.

What should people do if they submitted comments during consultation earlier this year?

We wrote to anyone who made comments during the consultation earlier in the year to explain that we are carrying out further consultation and that they may make representation. You can read the comments made in the earlier consultation and the council’s response to them below.

What happens next?

The council’s cabinet considered and approved the order, taking into account consultation responses, at its meeting on Thursday 8 September
